Get front an rear, the stock pads they use on the U.S.A. kia Stingers are a different pad then the Euro spec pads. Americans don't like squeaky pads apparently so the pads in the U.S. leave a film on the rotors that's the problem.
With aftermarket rotors & pads you won't have that problem. It's not the rotors that is causing the problem, it's the factory brake pads, they're garbage. If they do replace the rotors & pads, order yourself some aftermarket brake pads & that will elevate the problem..
I'm running the largest wheel you can put on the rear of the stinger an that is a 19x11 50 295 & the front 19x8.5 35 255. I've never had a rubbing issue, you can run a one size larger tire on your stock wheels with no issue. You can go with a 19x8.5 35 245 & a 19x10 42 275, Here's some good...

I have the Tial BOV, there is a guy you can contact, his name is Chris. If you have Facebook search ck71stinger an tell him Jeff told you to contact him. One thing you need to know is Jonny tig is in Australia so when you order parts from him your going to be waiting for a while to receive them...
Personally I have Jonnytig CAI & FMIC the build quality is second to none. The aftermarket BOV is way better then the stock diverter valves. The aftermarket bov holds boost better then the stock ones, plus they look better..

I'm on Eibach springs, RWD & I have the stock camber adjusted all the way which is 1.7 but the springs settled an I do believe it's at 1.9. You will be fine as long as your not out burning the tires off... It's hard to tell but here's a picture..
If you want a little deeper sound why don't you go with MBRP catback exhaust, they make an aluminum version that's just under 700. If you want a muffler delete, I suggest Tork or have one made..
